In the late 1980s & early 1990s, the underground cultural movements in music had no actual genres yet, and wasn't sure what to call its self, because it was in the process of forming, and being made. Stuff they considered as R&B then, you would just call dance or Hip-hop. The music is still labeled many different genres from Dub, to House, to Hip-hop, to techno, disco-tech, synth-pop, rave culture, rap, and more. It's also called "Garage Music" or "Underground". It was "the poor man's music".
