Idk, notshot. It may be. The problem with the "art or not art" controversy lies in the word "art" itself. If you mean art as any product of human creativity then games are art. If you mean art as the expression of *significant* impressions (like, e.g., the Brandenburg Concertos are) then games are not art - at all. If you use a Van Gogh as the background of a given game that doesn't mean the game itself is art. :)
