Let's that about Yugoslav New Wave music. These songs were released in 1980's in communist Yugoslavia. When somebody says communism, there is a big chance that your first thought is oppressive regimes. If you thought that Yugoslavia followed the same path, you're wrong. Unlike other communist countries, Yugoslavia was far more liberal and open towards West and their influences. This was especially visible in culture. Yugoslavia had a great Post-punk and New Wave scene in the early 80's.
