After the end of the first war, a small group of Unspeakables was instructed to begin investigation of the enhancement of magic. Their research, taking place over more than a decade, was dubbed the Merlin Project. When the Department of Mysteries was ransacked in the battle of 1995, they thought their work was lost forever.
