In the late 22nd century a girl escapes from the UK to the Federated States of Earth, the only other nation. Centuries later, a group of aliens has to overcome their differences in the fight against a common foe and their allies from beyond the planet. And even later, an alien researcher prepares the most important paper in its career: the history of federalism in the local supercluster. Each of these people finds themselves in a conspiracy older than even civilization itself.
